English medium classes begin amid outcry

The government on Thursday commenced English medium from class VI with Central Board of Secondary Education (CBSE) syllabus in 6,500 high schools in rural areas as a new experiment amid criticism against launching the scheme without proper trained teaching staff.

At a press conference here on Thursday, School Education Minister C. Damodar Rajanarsimha and Principal Secretary C. B. S. Venkata Ramana justified the experiment on the ground that it would offer convent-type English medium education to the children of the poor, making them fare better in life.

Classes VI and VII in 3,276 upper primary schools together with the staff have been shifted to high schools located within a radius of two km. A survey revealed that the attendance in class VI in 186 upper primary schools was zero and students had to trek five km on an average to reach school.

Teachers in the high schools selected for the new experiment would use All India Radio also to teach pupils English. They would listen to Telugu news bulletin and later the one in English so that they can follow the latter easily over a period of time.

Go online for junior college admissions

The education department (Mumbai region) is training school principals and computer teachers who can help students to avail of the newly-launched online application system for junior colleges.

Though a demo explaining the online application process is uploaded on the website, the department officials believe that students who are not tech-savvy would want to apply through their schools, as teachers would be able to guide them.

Sheila Tiwari, the deputy secretary (Mumbai region), said, “We have already had workshops for principals. Now, we want to train IT teachers in schools. Students will rely more on their schools to follow the exact procedure for application than themselves.”

The training sessions would get over before the SSC results are out, Tiwari said. She added, “For the first year, we are expecting over 60% of the Std. X students to use the facility.” CBSE and ICSE students can also apply through the website. Information from SSC, CBSE and ICSE boards would also be uploaded on the website.

Students can access their marksheets and other details simply by entering their seat numbers on the website. This would also prevent bogus applications, said Tiwari.

Jitendra Shah, former VJTI professor who mentored the making of the website, said over 25,000 students could go online at any given moment, and that was just a conservative estimate. “We have used multiple servers for the website. Even if one goes down, the other functional servers would ensure that the website keeps running.”

Teachers oppose CBSE in Govt schools

The state of affairs in Government-run schools is causing confusion to everyone. With the new academic year fast approaching, many teachers and parents are worried about the introduction of CBSE syllabus and English as medium of instruction.

‘‘The State Government has not taken appropriate measures to familiarise the teaching staff to English language teaching. Five-day training classes were conducted for namesake without any seriousness,’’ Chukka Ramaiah, MLC, said at a press conference at the AP United Teachers Federation (UTF) office here on Monday.

Welcoming the Government’s decision to introduce English education, he pointed out that the move would make the learning process more difficult for the students. Ramaiah criticised the Government’s decision to cut short the number of schools to 6,500 from the existing 10,500 schools.

‘‘Many teachers in the districts are concerned about the move to introduce CBSE curriculum,’’ UTF General Secretary N Narayana said. K Nageswar, MLC, said only the Chief Minister is keen on introducing CBSE, whereas most of the teachers whom they spoke to are not enthusiastic about the move. However, clarifying the doubts CBS Venkata Ramana, Principal Secretary to the Government, maintained that they are not closing down any school.

‘‘Classes till fifth, in all schools, would function normally. At the same time, some identified schools would be merged with the nearest schools avoiding any inconvenience to the students. The schools will be ‘rationalised’ in such a manner that there would be a school for every 5 sq km,’’ he said.

With IT and knowledge-based industries spreading their base in the state, the Andhra Pradesh Government has decided that English will replace Telugu as the medium of instruction in 6,500 government-run schools.

At the same time the state syllabus will be replaced by the Central Board of School Education (CBSE) syllabus so that children in these schools are able to compete with their counterparts from other states, official said.

The government said the move was aimed at shoring up standards in school education and to prepare students to strengthen their base in the English medium and prepare them for national and global competition. Education department officials said this was to ensure that students from rural schools were on a par with their counterparts studying in private English medium schools.

The department on Tuesday issued an order introducing English as the medium of instruction with CBSE syllabus from class 6 in 6,500 select schools, covering over 250,000 students.

Success project

The move is part of the World Bank-aided Strengthening and Universalisation of Quality and Access to Secondary Schools (Success) project. Students of classes 6 and 7 of upper primary schools, which are within a 2km radius of high schools where English would be introduced as the medium of teaching, would be shifted to the nearby high schools along with teachers and other administrative staff.

The authorities have also made arrangements to train the teachers who are currently teaching Telugu medium syllabus.

The move has been welcomed by the teaching community and students. However, the introduction of CBSE syllabus replacing the state syllabus has drawn flak.

The Andhra Pradesh United Teachers Federation and the Andhra Pradesh Teachers Federation have opposed the move to introduce CBSE syllabus and want the government to continue with the state syllabus. They also fear the move would result in the closure of many schools in rural areas.

A Model For Restructuring Of The University Schools…

When Honorable Vice- Chancellor assumed the charge of this great institution he clearly declared his first priority to improve the schools of the university. After studying the working of the schools he scrapped the manager ship and OSD culture of the schools and appointed a committee under able guidance of Mr. R. P. Singh to suggest about up gradation of the schools.

In the light of expected change in the structure and workings of the schools, I want to say something about the university schools. The aim of this is, to know about the opinion of the people regarding the schools and the model if any they have .By this way we can contribute to some extent in the development of the institution .

1 School Structure. Presently there are five schools namely S.T.High School (Minto Circle),A.M.U.Girls High School, A.M.U.City Girls High School (Qazipara) ,City High School and Abdullah Nursery and Primary School ranging from primary to the secondary level running under the university.

Students from the Nursery and Primary school used to promote to different schools for secondary classes e.g. from ANPS to S.T.High school,City High school A.M.U .Girls High School e.tc. So basically there are four primary/Nursery schools which impart education from nursery and Ist class to 5 th class and later promote to different schools either in the internal or external batches. Here there is scope of expansion and mass education for the university schools.

The university administration announcement to start more schools in different localities have a vision which could be materialized if we start more primary schools in different localities and send the passed out to different schools for secondary education in main schools. This main schools should be a secondary schools starts from class VI th and absorb the students from the university primary schools and other schools on the internal and external basis like the present system of entrance examination.

These secondary schools could be turned into a model school. The present S.T.High School and City High school should be turned into a model secondary schools for boys and A.M.U Girls and A.M.U City Girls High school for girls . By this way the university would not only able to do some educational awakening in those localities but also could get regular supply of young brain for the university.

2 Selection Procedure . Selection procedure in a school should be based on entrance for Nursery/ primary section and for class VI and IX for secondary sections as usual going currently in the university schools. The entrance structure of the schools should be based in keeping in the mind of the special need of the minority community for which purpose this great institution was established. The present new entrance test basis is excellent one based on subjective and objective questions. The need is to make it 50 - 50 subjective and objective basis in the future.

3 The Course of Study. The syllabus of the schools should be same as its going on .But certain subjects should be given special importance .e. g computer, information technology etc. In case of Blind students the course of study should be more career oriented than the traditional one.

The one thing which I found and want to high light is the difference of the subject offered to the Urdu medium students and the English medium students. In English language course B is for the Urdu medium and A for English medium students. why not there also be a Mathematics B and A for those students in Urdu group who don’t wish to go for science stream but want to complete his schooling but fail in Mathematics and discontinue the study. Let have a survey of all those students who failed due to this and decide the matter to save the career of educationally backward community.

4 School Controlling Body. After the winding up of the manager ship there is need of the such body and authority which could look and control the day to day working of the schools. University Schools administration needs full time attention and a separate body to looks after.

In my opinion there should be a Directorate of schools headed by a Director and Deputy- director. This directorate should work under the control of the Vice- Chancellor. There should be powerful body of the directorate comprised on the vice chancellor, Registrar, Director of the school, Deputy-director of school, , Controller of examination, Finance Officer, principals of the schools, one eminent educationist ,one psychologist, one chief medical officer, one councilor ,one career guidance expert, and one language expert of Urdu, Hindi and English.

This body supervise the overall functioning of the schools, formulates the all policy and executing the planning for the schools. There should be a separate budget for schools and academic calendar of the schools.

5 Internal Structure of the Schools. The present internal structure of the schools is needed some changes to make it better to work. There is principal or teacher- in-charge depending on the selection or internal promotion on the seniority basis.

The provision of senior succession as the head of the school politicizing the schools. In the case of senior succession there is possibility of toppling of the appointed principal with the help of internal groups. In case of probation of a principal the matter becomes worse. One hand he has to show his skill in administration to win the heart of higher authority and other hand he has to defend and be humble to internal seniors. In my opinion there should be end of the teacher- in- charge ship and creation of the post of vice principal ship on the basis of appointment.

The system of transfer of teachers from one school to another school should be implemented to give teacher more freedom and a change to the students.

6 Examination . The current pattern of examination is good one and which can be improved by taking some more steps. First the university decides that whether it will conduct own board examination for schools or it will go for CBSE examination for common evaluation of educational standard of the schools of the university. under this system the university can place the university schools under CBSE examination with grant of internal ship to the students.

Under this CBSE system the educational standard of both schools and teaching will improve and will give parity to the university schools with other schools on national level. Other hand if university decides to go for own board examination as the case in present, then there is much to do. In the first step to bring the syllabus ,question and marking system up to the CBSE standard. See a case of marking system the topper of AMU schools even cannot get the admission in any prestigious college of India with such a low percentage.

The standard of teaching , examination and competitive spirit can be developed by introducing the external paper of various subjects in the board examination of the schools. In internal examination the pattern of exam has to change. e.g. with four exams there is need to bifurcate the syllabus of exams with 60 and 40 percent from the exercises and the inside of the chapters. The annual and pre- board examination copies of one school should be changed to another school. The centre of Board examination of the schools should be one for all the university schools. And this should be on neutral centre . In term of the evaluation of the answer script there should be some external checkers from the reputed public schools.

7 Annual School Assessment . The performance of the school should be analysis every year both on internal level and external level. On internal level the board of director see this matter and externally this job should be assigned to an agency which having the expertise in evaluation of the work of the schools.

8 Appointment of the Teachers. The present system of appointment needs to be improved. The appointment system should be based on the written test and interview. Written test should be in qualifying nature while the interview decides the fate of the candidates. Teaching job is basically is transmitting the acquired knowledge in various forms to the students .

The need of the schools should also be in consideration while making appointment. In every school there should be appointment of computer teacher as a regular post but unfortunately in some school this post has not been sanctioned. The post of career counselor, and psychologist should be attached to the Director of the school to look after the needs of the schools. In up gradation of teaching and teachers the role of Education department and UGC academic staff college is important.

The Education department should be given the role in up gradation of curriculum, methodology and child oriented research. while the department of psychology can assist by providing service to solve the psychological problem of the students of the schools. Medical of university can help to see the health problems of the school. Medical can provide the service to the schools organizing camps for the students.

9 Boarding House . In present time there are two schools of university which provide the boarding facility to the students. These are S.T High school and AMU Girls High school. Once upon a time the S.T. High School was famous for the boarding house. But due to some reasons it degraded.

The case of violence particularly the beating of warden, burning of the warden house which went unnoticed and without finding the culprit frightened the good teachers to be a warden there. The need of the time is to restructure the boarding house with well qualified teachers as a warden.

English will replace Telugu as the medium of teaching and the state syllabus will be replaced with the Central Board of School Education (CBSE) syllabus in 6,500 government-run high schools in Andhra Pradesh from the new academic year beginning this month.

The government said the move was aimed at shoring up standards in school education and to prepare students to strengthen their base in English medium and face competition.

With IT and other knowledge-based industries throwing up many jobs in the state, the introduction of English with CBSE syllabus followed by computer studies could better prepare students, especially from rural areas, for future opportunities.

Education department officials said this was to ensure that students from rural schools were on a par with their counterparts studying in private English medium schools.

‘While we welcome the introduction of English as the medium of instruction, the merger of schools is irrational,’ said M.V. Narsinga Rao, general secretary of Democratic Teachers Federation.

Eminent legislative council member Chukka Ramaiah has also cautioned against changing the syllabus in a hurry and the closure of schools.

‘It is not a small issue and needs a lot of planning. The closure of schools could lead to an increase in the number of dropouts,’ he said.

I was sure to get the award, says director Satish

The director of the Telugu movie ‘Hope’, which won the national award for best social film for 2006, has expressed cheers over his work winning an award saying the theme of the movie has fetched the award.

“I was sure to get the award. The film was made in the festival format,” Satish, the director of the movie told a news channel here.

He said the film discusses the social menace of young students committing suicides failing to meet the expectations of their parents.

“My daughter told me one day that a senior girl in her college committed suicide. At that time, I was looking for a good subject and the suicide made me think", said Satish.

“Besides, I had read an article in an international magazine on the 9/11 tragedy. It reminded the readers that couple of thousands of CBSE students commit suicide every year in India. The subject touched my heart,” Satish said.

Meanwhile, K S T Sastry, director of Telugu film “Kamli” which won the award in the best regional film category, expressed happiness over his movie winning an award but rued that he still struggles to find a producer for his next film.

He regretted the lack of financial support from the Andhra Pradesh government.

“In states like Karnataka you immediately get financial support if you win an award. Here, the state film development corporation insists on taking eight prints and for 120 minutes. We don’t have the financial muscle needed to make a film that way,” he said.

Colleges cut CU off reality

Cut-off marks for admission to undergraduate courses in several colleges remain different for students coming from the state and central boards despite Calcutta University’s promise of a level playing field.

The disparity in selection criteria for a student who has passed Higher Secondary and another from the CBSE is, in some cases, as high as 30 per cent.

For instance, a student coming through the state board and aspiring to a seat in the English department of Asutosh College would need at least 65 per cent in the subject if it was his/her first language and 70 per cent if it was the second. The cut-off would be 95 per cent for a CBSE student with English as the core paper and 85 per cent if it were the elective subject, which is supposed to be tougher.

Principal Debabrata Chaudhury argued that the tiered system was a fair one, but didn’t say why colleges were persisting with it after having agreed to the university’s decision on uniform admission rules.

“We understand that the Higher Secondary syllabus, examination system and marking pattern have been restructured to establish parity with the ISC and CBSE curriculum. But we have noticed that the number of high scorers — 90 per cent and above — are more in the realm of ISC and CBSE than Higher Secondary. We realised that we would be doing injustice to Higher Secondary students if we fixed equal cut-off marks for all boards,” Chaudhury said.

Maulana Azad, Lady Brabourne and Shree Shikshayatan are the other colleges that have fixed different cut-off percentages.

“I had heard there would be no discrimination, and I am surprised to see colleges like Asutosh, Lady Brabourne and Maulana Azad setting different standards for admission to their English departments. Some colleges have different cut-off percentages for even subjects like history and political science,” said Indrani Bhattacharya, a CBSE student whose aggregate meets Lady Brabourne’s standards but not her marks in the subject she wants to major in.

Sanghamitra Mukherjee, the principal of Lady Brabourne, said her institution was “not discriminating” between students in any way. “We will bring out one merit list.”

Calcutta University is waiting for complaints against the colleges before initiating action, though why a student would choose to do it and risk being blacklisted is anybody’s guess.

“Colleges cannot have different cut-off marks. We have already informed them that students from the state and other boards should be treated on a par. Appropriate steps will be taken against colleges that violate the rules,” vice-chancellor Suranjan Das said.

Till 2006, almost every college would deduct a fraction of the marks scored by CBSE and ISC students while considering them for admission on the ground that their Higher Secondary counterparts had to go through a less liberal marking system.

The state board last year altered its syllabus and the system of evaluation to establish parity with central boards, resulting in higher pass percentages and an increase in the number of high performers.

AN awards ceremony for outstanding students of The Indian School was held yesterday at their Jashanmal Auditorium, Isa Town.

Labour Ministry employment director Dr Mohammed Ali Ansari was the chief guest of the event, held by the school.

School chairman P V Radhakrishna Pillai who delivered the welcome address said, “Our students have done us all proud. It is indeed a matter of pride to be present amidst all the smiling faces, reflecting the sunshine of merits, the result of hard work.”

The school toppers of Class 10 and 12 who sat the Central Board of Secondary Education (CBSE) examinations in March were honoured.

The subject toppers and the students, who secured an A1 grade in the exam, were also awarded.

Students from Class Five to 11 were awarded gold medals and merit certificates for their academic excellence.

Teachers who have served the school for 15 years and 25 years were given the Long Service Award and those who maintained a 100 per cent attendance were also felicitated during the ceremony.

The Bahrain Chapter of the Society of Engineers India sponsored a special award for those who scored the highest marks in Engineering Drawing.

A record number of eight Class 12 students who secured 99 marks in the subject this year received the special award.

CBSE declares pre-medical results

CBSE declared the results of the All IndiaPre-Medical/Pre-Dental Entrance Examination, 2008 on Saturday. According to CBSE, 22,014 candidates cleared the exam out of 1,61,230, who had appeared for it.

The examination was conducted in two stages and the final was held on May 5 this year.

Based on the marks scored by the candidates in the final examination, 1776 candidates, out of which 1389 are general, 268 SC and 119 ST, have been placed on the merit list and 1642 candidates are on the wait list.

The first round of counselling would begin from June 13 for which the successful candidates will have to appear personally or through video conferencing at CBSE centres in New Delhi, Kolkata and Puducherry.

However, the students, who did not give any option of counselling venue, will have to appear at the New Delhi centre only.

Jamshedpur, April 27: More than 10,000 candidates today in the All India Engineering examinations for admission (AIEEE), under the direction of the centre-Board for Secondary Education (CBSE) in different centres throughout the city.

The review took place in CBSE schools, including St. Mary’s, Jamshedpur Public School, Vidyabharati Chin Maya Vidyalaya and DAV Public School. A centre also with the National Institute of Technology (NIT) in Adityapur.

The three hours on paper, physics, chemistry and mathematics began to 9.30 in all the examination centres under the strict supervision of the Board of officials. Students under consideration for admission, that the entire section of five ns has other issues on the model of the IIT entrance test.

“It was the first time that five other issues in the model of demand and the arguments in different sections - physics, chemistry and mathematics. The issues of physical section was comparatively harder issues related to the other two groups, “said Rajesh Kumar Gupta, a candidate who appears in the test area entrance St. Mary’s School.

Another candidate Siswati Sinha, published during the examination, said: “The issues of physics and mathematics sections was more difficult compared to last year. I could not answer some questions in both sections. Although questions were type goal, but the wrong answer would have resulted in a negative identification.

Each year a large number of students in AIEEE test in four cities of Jharkhand, including Jamshedpur, Ranchi, Bokaro and Dhanbad. As a candidate selected by the possibility of obtaining the rankings, the reception in the National Institutes of Technology (certificates), including 13 universities and four Indian Institute of Information Technology (IIIT), Allahabad, Gwalior, Hyderabad and Guwahati.

There are about 14000 places for engineering the entrance exam. CBSE officials, who are in the city, said that the results of the examination for admission reportedly said on May 31.

Last year, 5.99 lakh students have appeared in the lobby of the country test, which this year exceeded 6 lakh.

AIEEE slants the IIT-JEE way

All India Engineering Entrance Examination (AIEEE) rose by students surprise on Sunday with a smaller number of questions.

It also followed the Indian Institute of Technology Joint Entrance Examination (IIT-JEE) -2008 application pattern with more questions in both mathematics and physics sections.

Although some had expected, many complained about the hard physics section in the newspaper. In general physics, chemistry and mathematics sections each have 40 questions, but this year there were 35 pieces.

The application issues, including sales, are understanding, while the allegation argument type questions to test students logic.

“This pattern of questions forcing students to spend more time on each of them. But for students, apparently for the IIT-JEE paper might look easy,” Time race director Vinod Iyer said.

According to experts, since the number of issues declined and the number of applicants rose, errors could be fatal.

“If a student makes a mistake, it will be a big influence on his rank,” Time Vice-President said Ajay Antony “TOI.”

The number of students has grown from six lakh in 2007 to eight lakh in 2008.

Meanwhile in the city, some students lost precious 30 minutes, since they do not get hall tickets on time.

“Although I did well in time, I do not have the hall ticket to the scheduled date. I have not received even after the application in accordance with the instructions on the website, a student who had come to attend the examination at the City, said. The student, a resident of Ranga Reddy district, said that he even CBSE in contact with authorities in New Delhi, but in vain.

About 25 students who do not receive ticket hall waited around the examination centre, while monitoring the officer took the rounds dropping its review of the application forms and allows them to write the test.

“We are losing precious 30 minutes, only because the CBSE officials were not responsible enough to ensure that the hall tickets reached us on time. Even after repeated representations, they do not take any measure", a student who tried the test for the second Time, said.

The main offices, the students choose by AIEEE examination are 20 National Institutes of Technology, five IIITs, 10 self-financed, as universities, five central govt institutions and six state-level institutions.

Success for senior Shewit Tekeste was inspired by African upbringing and fostered at UCSC

At UCSC, Senior Shewit Tekeste has a fascination for biology and a commitment to biomedical research. This fall will begin a graduate school at UCLA Graduate School for Biomedical Research. But their interests and their passion for learning have their roots in Kenya, where they were born and raised.

“My passion for the promotion of knowledge with me gradually grown, from my experience at first hand to see family and close relatives die slowly of AIDS and see homeless children suffer from malnutrition, wander aimlessly around heaps of garbage to dig for food,” said Tekeste.

“In Africa, many believe that these diseases are a curse, not überhört, for sinners who do not reside in accordance with the traditional way of life,” she said. “This will give recognition ways to prevent and treat such diseases. It provides a brake on the research on the prevention or treatment.”

Tekeste’s family was originally from Eritrea, but unrest there obliged to seek refuge in Kenya. She was born in Nairobi, the capital of Kenya, where the family lived until five years ago, when they are in the United States. Tekeste the family of eight - she has a sister and four disturbs - joined her uncle in San Diego, where he helped them.

“We stayed with him and his family in their two-room apartment - 12 people collectively - for a month before my family moved into a two-room apartment,” she said.

As a 17-year-old, Tekeste found equality with the U.S. culture difficult. “But I learned to use barriers as positive challenges that test my stamina and use pressure as my driving force,” she said.

Tekeste said her firm determination for the academic success stems from their upbringing. “I was raised that the adoption, unless you recognize where you come, you will never know where you go,” she said.

Tekeste is the first of her family to graduate high school and the first at a university. It has clearly made the most of the opportunities she found at UCSC, including the possibility to work in a faculty research laboratory.

Tekeste was in the laboratory by Melissa Jurica, assistant professor of molecular, cellular and developmental biology. It was supported by UCSC minority access to research career (Marc) program and, more recently, a variety Award for Undergraduate Research in Genomic Sciences, the Center for Biomolecular Science & Engineering (CBSE).

United Indian School win the 9 CBSE Inter-School tournament basketball
